to declare a state of emergency. in oakland, desperate times may require abdrastic solution, linda. >> they will indeed. in fact, even in the last hour, we're hearing even more shots have been fired on the streets of oakland. no other details are available now. it is a desperate move, but city officials say they have little choice. calling on the state for help, even bringing in the national guard may be their best solution. >> it's been a violent stretch of shooting. first, friday night with what police characterize as an ongoing battle between two groups left four dead. yesterday, more shooting. city leaders have had enough and are considering oakland in a state of emergency. >> we also need to call out, reach out to other law enforcement. if it's the u.s. marshall, the sheriff, the state police, that's what oakland needs immediately to be able to deal

with its crime issue. >> is the next step also that you can call in the national guard to help? >> i think whatever it takes to be able to deal with our crime issue. >> last year, there were 131, the most in this city in sick years and major crimes are up 23%. some oakland residents are fed up enough they're willing to look at soldiers patrolling the streets. >> even if you are they make it uncomfortable, be open to exploring ideas. >> i'm okay with that. let's do it. let's do it. two thumbs up for that. let's do it. >> reporter: counselman has said it has been such a eye leapt weekend that right now, city leaders, along with police officials are now drafting some type of scenario, and they may make new announcements tomorrow. more than a dozen people

say a chemical odor made them sick just before 11:00 this morning, people on the 18th floor complained about irritated floats and eyes. fire and has mat crews were called in to check things out. >> when we have a building this large, we have 18 floors to control, and we're drying to keep people protected so that we're not letting people back into the scene, it can be propmatic. >> the tests -- problematic. >> . no one was taken to the hospital. a fire destroyed a home in mountain view this morning. firefighters got the call around five o'clock. the trailer was covered in flames. one person inside the mobile home did get out safely. no other homes were damaged. the cause of the fire is under investigation. well, the big chill continues in the bay area, and there were plenty of complaints

letting up. in the weather center, we'll find out how cold it's going to get. >> i was trying to be conservative last night. woke up this morning, my house is 58 degrees. this is the fourth consecutive night we will experience a freeze warning. our cameras looking out toward the bay bridge where in oakland. everybody's tumbling into the 30s rapidly. tonight will be the coldest night of this current cold snap. 23 santa rosa. 25 in san jose. that after experiencing a record low of 26 early this morning. it will be freezing around the central bay. that red highlighted area means that we have yet another freeze warning in fact. but the difference between last night and tonight is that we're extending it a full hour. so tomorrow, for just about the entire commute or when the kids are standing out waiting for the bus, we will have temperatures into the 20s and

30s. most of the bay area under an advisory or warning. we'll talk about the cold snap that's still coming up lateener this newscast. >> in newtown connecticut, residents gathered today to discuss the fate of sandy hill school. students and staff have since relocated to a neighboring school. some residents want the building to be torn down. officials are also planning private meetings for the victim's families to get their input. well, since the deadly shooting, guns permit requests are on the rise near areas near newtown. guns and permit applications have doubled in the past month. police are also recording increases in other areas around. david keen talks about gun control on cnn's state of

union. he said since other things can be done with regard to sales, a ban on salt weapons not the answer. >> one of the things that we have pushed for for a number of years is including those who have been adjudicated to be mentally incompetent and dangerous. that has not been done. >> vice president joe biden's proposal to curb gun violence could be sent to president obama as early as tuesday. biden's recommendations will include background checks for gun fires and new limits on the capacity of magazines. with the gun debate heating up, guns and ammo are flying off the shelves. in fact, record crowds at the gun show were found. >> reporter: it's been a weekend of unprecedented attendance. >> it looks like with the turn of the political climate has

phone video happen far too often in one school district. they say the district is going nothing to stop it. he shows us how bad it really is. >> it's cell phone video of a brutal attack at a schoolyard. you see the victim struggling to defend herself while other students and even laughed. the girl getting plumled. the girl is still confused about what happened. she lost consciousness and had to be hospitalized for a concussion. i was trying to figure out what happened. >> it happened in hogan middle school, and it's not an isolated case. >> she hit me right here. >> victoria lopez says she too was grabbed by the hair, thrown to the ground and viciously

beaten. she busted my lip right here. >> cynthia says the bullying started with a net. >> she said do you have a phone with you. >> i said no. >> soon after, she was attacked suffering cut and bruises. her arm is still scarred. all three girls say they have no idea why they were targeted. in police reports, witnesses confirm the attacks were unprovoked and victims never attempted to fight back. police were called here 179 times since september of 2011. that's the most calls among the schools. apartments say that bullies are often the reasons for those calls and that bullying have gotten out of control. >> these kids are vicious. this is how they make a name for themselves. there was no school nurse called. any one that came to her aid at all. a crime has actually been committed, in my opinion at school. and i feel that the principal

there at hogan had covered it up. >> reporter: victoria and cynthia's mother did agree. >> why did i have to call the police. why do i have to take her to the hospital? where is mrs. hacker. they don't take bullying seriously. >> reporter: they say the bullies got suspended but were back threatening and intimidating their daughters again. >> i went to the superintendent's office, i went to the school district. i got the run around. >> meanwhile, victims are ice lated. >> they hide us. they put us in the library. i think that's wrong because we're not doing anything wrong. hogan did not respond for our request for an interview, but one did. >> that are truly should not be happening. what tonya investigating bullying complaints. >> i think it's important that

we take every complaint, every allegation seriously. because what if they are telling the truth. >> she says many attacks may actually be staged fights. usually almost always, there are students who help to arrange it. there are cell phone videos of some of these fights. this is extreme bullying. >> if there's a video and we have that information and we see that information, we're going to deal with that appropriately. >> but williams size the district did see the video of her daughter's brutal beating and still did nothing about it. meanwhile, eight metropolitans, her daughter still has to take medication for her concussion. and even though though she left hogan, she still lives in fear. i want parents to understand that when something like this happens, your safety and

it hand a long 113 day -- has been a long -- for hockey fans. that means they're ready to hit ice again. their fans are ready too. >> reporter: the wait is finally over. hundreds of san jose fans showed up to watch their beloved team back on the ice for the first time in months. late last night, players and owners officially ended the lock out. >> sucked. >> jim hall doesn't have words. >> he says the lock outlocked him inside and affected him financially. he was going to open up in san jose. >> we didn't open our business because we just saw it coming.

grade. she's been bullied since she started there. she's in therapy for wants to kill herself. she's ten. >> and mary whitney. nothing's being done. you know what the solution is? our girls are kept in the office. you are telling my daughter it's not and where are these kids that were bullying my daughter? outside playing basketball. she says school officials brag about lowering expulsion rates. even one daughter spoke out. >> i am doing this because i want someone to know that we went to muslim meeting. we went to our principal's teacher and i can feel like

everything's pushed aside. >> samantha. thank you. >> let me apologize for samantha pushing you down. >> we apologize. if you feel that anything that we were trying to ignore you or anything like that, we sincerely apologize for that. schools in the past year and a half and parents believe numbers are directly related to bullying. the district promises they'll hold a public forum on bullying soon. > there was plenty of action last night. san francisco police say they ejected 92 people from the packers 9ers game. 25 more were arrested for being drunk in public and two others were arrested. san francisco beat green bay. more on that with dennis later

in sports. well, gas prices are climbed a bit after falling for the last three months. according to the latest survey, the. >> price of a gallon of gas nationally has surged .7 in the last three weeks. we're paying much hennier california at 3 high 3.59. well, it's not too late to get the flu vaccine if you can find it. health officials say it is in short supply in some parts of the country. in spite of widespread outbreak people can be protected. it takes two weekings for that are vaccine to be effective. they say older people and people with medical problems, younger children should be treated. doctors reports on why this vain is such a war even

anyone who hasn't already gotten a vaccine should get it now. because it's not perfect, everyone needs to be extra individual lent in preventing the -- individual lent in preventing the strain. well, it was one year ago today when an italian cruise ship ran aground killing 30 people on board. friends and family went back to the scene for a day of remembrance. one has the story from italy. >> reporter: relatives of victims gathered and threw nowers into the water to honor their loved ones. they watched as a permanent memorial was made. the one year anniversary was marked with a day of

remembrance. 32 people died when the liner hit a wreath and rolled over on it's side. among the dead, minnesota couple, jerry and barbara while. their children came to remember and to attend a memorial mass. >> it was a chance, i think for the families to get together. a lot of these people have made friends were each other. >> reporter: this is the same church where many survivors spent the night after the ship was evacuated. many many made their way back here to take part in the ceremony. these french survivors came to remember a waiter who helped them escape from a zinging ship. she says i have to be here because he saved our lives. russell's body is still missing. i hope they find something. so i'm hoping in the next six months, eight months, ten months, one year.

couple of days are transformed into things like these. each on containing detail. you can see cracks in the wall. you can see texture on the stucco. you can see anything your eye can see basically. >> reporter: making a hard drive a permanent home and potential savior of historical treasures. in san francisco, cbs 5. >> back yarden plants are about to endure a fourth straight night of freezing temperatures in southern california. california's crops are especially vulnerable and people who run nurseries are sweating out the cold weather. the company owner says he was able to salvage some of his trees. >> we moved our trees, our young ones under cover night before last. >> farmers and gardners in southern california still have a couple more days with freezing temperatures ahead of them. the cold snap isn't expected to

break until tuesday. of course, we're wondering here in the bay area when that will break. >> i visited the farmers market yesterday and talked to lots of the farmers. they're concerned about this. >> yes. >> yes, the only thing robust is the almondings almonds but we are enduring more cold weather. lots of clear skies. it's a starry night. the moon is 7% full. take a look at the temperatures right now. into the 0s and 40s. san francisco is at a high of only 50 degrees. take a good look at these numbers because these are coaler than what we woke up to this morning. san jose had a record low. 27 degrees established back in

1963. it will be below freezing all the way through, 24 degrees in liver more this morning it was 26. 22 in santa rosa compared to this morning at 23. you get the picture. it's another cold one. freeze warning in fact for that entire area that you see in red. otherwise, it's a frost advisory for the san francisco with temperatures near freezing. now, meanwhile, this is a look at some of the temperatures that are near or record breaking. there's your san jose going for another record what's most notably about all this, it was a long time ago that we established all these records. back to 1949, so many don't even recall this kind of weather and for so many days in a row as well. it's not going to go away rapidly. even tonight is the coldest and we'll wake up tomorrow morning at frost. the extended forecast will find it until thursday that's because the cold canadian air

mass is way up there and it's way down here encompassing the entire state of california. not going away quickly. unless things change drastically i don't see really any kind of disturbance to roll in until maybe a slight chance of rain january 29th. okay. unless things change, we're dry. that means stagnant air quality, and that are means a lot of particulate matter getting trapped close to the surface. central valley looking at 50s. 37 degrees in the high sierra. 15 below zero. there's your forecast. a little bit more moderate conditions by tuesday. looking at eyecy conditions as well. no snow is in the forecast until about january 29th. 50s across the board tomorrow. 47 degrees that's as good as it gets are after realizing lows
